GSA 8(a) STARS II (Streamlined Technology Acquisition Resources for Services) – GS-06F-0776Z

Master Key Consulting was awarded 8(a) STARS II Governmentwide Acquisition Contracts (GWAC) Contract Number GS-06F-0776Z in Constellation I in all functional areas, by the GSA in August 2011. The 8(a) STARS II GWAC is designed to promote small business utilization when purchasing information technology (IT) services or IT services-based solutions for the federal government. The 8(a) STARS II program is reserved exclusively for qualifying certified 8(a) small business concerns as the prime contractors. The STARS II GWACS allows directed task orders up to $4 million each for federal civilian and Department of Defense activities; 8(a) socioeconomic credit transferrable to the agency; Pre-competed, easy to use contracts; Shortened procurement lead time; and Low user access fee (0.75 percent) built into contractor’s ceiling prices.

GSA Alliant Small Business – GS-06F-0656Z

Through our Joint Venture, SBD Alliant, LLC, Master Key offers services under GSA’s Alliant Small Business Government-wide Acquisition Contract (Alliant SB GWAC). The joint venture was formed through a Contract Teaming Arrangement comprised of 15 quality small business members, representing all socio-economic classes (8(a), Service-Disabled Veteran Business, Women-owned, HubZone, and Small Business).

Federal Bureau of Investigation (FBI) Blanket Purchase Agreement (BPA) J-FBI-12-078

Master Key Consulting was awarded the Federal Bureau of Investigation (FBI, Blanket Purchase Agreement (BPA) J-FBI-12-078 encompassing Independent Verification & Validation Services (IV&V). In conjunction with the BPA, Master Key was awarded the first Task Order to support the Intelligence Applications Interoperability Program. The BPA may be used by any entity within the Department of Justice. Support tasks include Requirements Management; Configuration, Release and Change Management; Project Management; Operating Environment; Monitoring Software Development; Test and Evaluation; Data Management; IT Security Auditing; System Developer/Integrator; Capability Maturity Model Integration (CMMI); IT Governance and Enterprise Architecture; and IV&V Strategic and Management Support.

ARMY HR Support Services

As a subcontractor to Booz Allen Hamilton, Master Key is available to fulfill the US Army Mission and Installation Contracting Command, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of HRsolutions Program Office continuing requirements for human resource personnel services and support and human resource studies and analysis services on two contracts: HUMAN RESOURCE STUDIES AND ANALYSIS SUPPORT SERVICES (S&A) and PERSONNEL SUPPORT SERVICES FOR HUMAN RESOURCE SERVICES (PSS HRSS).

Buy Indian Act

The Buy Indian Act provides the authority to negotiate with Indian entities to the exclusion of non-Indian entities and is applicable for programs with the Department of the Interior and the Department of Health and Human Services for the Indian Health Service.
